Every intelligence agency in the whole world thought Iraq had WMD, and Saddam actually used WMD several times against both the Kurds and Iran, so he absolutely had them. He also spent time and money trying to acquire the assets and knowledge to manufacture WMD, his actions and his scientists confirm that.
However, in retrospect, one of two things happen. Most likely the decade long of sanctions had essentially diminished Iraq's ability to maintain and develop WMD. It's also plausible Iraq was able to transfer or hide such weapons in someplace like Syria, although "I think" that's less likely.
Kim probably doesn't have what he claims he has, and I think we should have little problem preventing him from attacking anyplace with the possible exception of S Korea, but he's a sick fuck that seems willing to risk his nation's sovereignty. I know we can't appease him, appeasement has a history of failure. We also can't let him become more of a threat. And just in case you didn't notice, he's the one firing missiles and threatening his neighbors. Unless you consider all that stuff false flags, I don't.
